In structural media, the intermediate states are possible; the statics and dynamics transfer continually. In the other words, statics exists in large scales and dynamics in small ones. The inertial forces can translate from small scale to large scale. Sometimes this process produces catastrophes. The main factor of it is the dispersion of elementary mesostructure sizes.
