N2 - The Cauchy problem for a system that is not solved for the highest time derivative is considered. This system is pseudohyperbolic. It describes transverse bending-torsional vibrations of an elastic rod. Solvability conditions for the Cauchy problem in Sobolev spaces are obtained, and the solution is estimated.
