N2 - Considering the European experience, the aim of this paper is ecologic, economic and organizational prospects for the creation of innovative technological clusters of he production, processing, transportation of fossil energy resources, primarily gas condensate in Russia. Improving the methodology of natural resources management, the paper proposed organizational structure of the resource cluster, consisting of three main zones: the center of the cluster (specialized production), internal environment (services, associated productions and innovation centers), external environment (consumers, Federal and Regional authorities). Cluster approach allows to identify the directions of increase of competitiveness of all participants, including measures of state support. The author has developed an organizational scheme of development of gas cluster in Siberia - the main center of hydrocarbons production in Russia. Qualified use and deep processing fossil fuel while minimizing losses of all components is the priority of the innovative policy in primary industries.
