N2 - It is argued that observations of well developed galaxies and quasars in the very young universe can be explained by their seeding with massive primordial black holes (PBHs). The model of creation of such PBHs is presented. The suggested mechanism predicts, as a by-product, possible existence of antimatter in the Galaxy.
