N2 - A new approach to modeling complex economic systems is proposed. Using this approach, the following model hierarchical system "the state - investors" is constructed. The country fixes the amount of tax collection and determines the minimum tax rates required to obtain this amount at provided that investors maximize their income. In the proposed model the progressive tax model is better than the flat tax scale.
